The rule is that the shape itself moves 90° ACW, and the arrow changes its direction to the opposite direction.

In the problem, figure Angle of the arrow between b&c is not 135°.

Read the given direction carefully. You should not compare B and C.
A, B is a pair of diagram having a relationship.
You have to find the a diagram from Answer Figures having the same kind of relationship for matching with C.
