Because virus needs a living cell to grow and pure culture medium doesn't contain cell it's only made up of agar so the virus can't grow in that medium.

How can we say all viruses are an obligatory intracellular parasite?

They can reproduce only in the host, so why cannot we say they are the intracellular parasites?
