Neutral flame = For Al, Cu, Cast Iron, Steel.
Oxidising flame = For Brass, Bronze.
Carburising flame = For Hard surfacing Materials like Stellite(cast alloy), Molten Metal etc.

Because nickel alloys require carburising flame and oxidizing flame is usually undesirable for welding because it oxidizes the metal surface.
