It is called scissor action, taper angle is provided to the punch or die so that the material is sheared from one end to the another, whereas if the punch is flat the work piece will be seen as cracked from the blank due to the force and this force will be maximum than the shearing or punching force.

Generally in a cutting process there are requirement of two type of cutting tools i.e. upper and lower tool. In punching and blanking the lower tool is fixed. Due to which the upper blade is usually angled so that the cut progresses from one end to the other, thus reducing the required force.

At the punch or die the shear is provided to avoid the force but the work done is same.

Normally the punch is a plane face but in shear it is slanted to an angle so that the force formed will reduce on the machine.
