The capacity of the machine can reduce by providing shear on the tool. Shear on tool does not affect the work done of the press. Shear provide on the tool is correct.

I think option C is correct.
Reduce the cutting force by giving the shear angle on the tool and also give a double shear angle (it is used more than a single shear angle).
And one method is used for reducing the cutting force by the steeped punch.
Punch is made in steps.
