In the piercing operation the small holes are cut where in the punching the optimum standard holes are cut.
Example of piercing is creating holes on the electronic circuit to place the electronic small component.

Puching is the right answer because in question asking about cylindrical hole not an only hole. Piercing is a process making any kind of hole instead cylindrical hole.
