The blank diameter is the diameter of the part onto which the threads will be rolled. This diameter is typically equal to MAX thread pitch diameter less. 002 inches [or. 051 MM].

Blank diameter is little larger than the minor diameter of the thread.

Major pitch and minor pitch.

Blank diameter is always calculated by the maximum value so the major pitch is the right answer.

There is a very small difference between minor pitch and major pitch.

So, the correct answer is little larger than the minor diameter of the thread.

0.002 inch not "larger than" the thread pitch diameter, actually it would be 0.002 inches "less than" the thread pitch diameter.
