The molar mass of O2 = 2*16 = 32
The molar mass of H2 = 2*1 = 2
As w.k.t. atomic mass of both oxygen and hydrogen is 16 and 1 respectively, Hence
ratio of their masses = 32/2 = 16.

Why molecular mass is being calculated here?
When it is clearly been asked about ATOMS not MOLECULES. I think it should be 8.

Molecular weight of H = 2.016.
Molecular weight of O = 32.
So 32/2.016 = 15.87 = 16.
Molecular weight of O = 32.

16+16 =32,
16/2 + 16/2 = 32/2,
8+8=16.
16+16 =32,
