It means a substance that can't be resolved in simpler form. ie: We can break water into Hydrogen and oxygen by chemical process these are elements. But we can't break these elements further by any means. So element is the simplest form of substance.

I think correct answer will be an atom.
Because, atom can't be simplified into a simple one, according to Rutherford model.
