Cut-off ratio and compression ratio, these terms get involved when there's constant pressure and constant volume heat addiction encountered successively, in the IC engine.
Comp ratio- final volume/initial volume when the pressure inside position is equal to the atm pressure.
Since the, cut off ratio encounters right after the const volume heat addition has taken place, now it's time to have a constant pressure heat addition,
How we see the constant pressure heat addition heat (if everything is in slow-motion, pistons are moving downward, maintaining the constant pressure).
So, the cut-off ratio - final volume after constant pressure heat addition/final volume right after the constant volume heat addition (also equal to volume right before the constant pressure heat addition has taken place).

The point at which the heat supplying is stoped is called as cut off point.

It depends because in dual cycle equation cut off ratio is mentioned.
