A more effective way to increase the efficiency of the Carnot engine is decreasing lower temperature. But you can also say that by increasing higher temperature you may obtain increasing in efficiency too.

Actually efficiency of Carnot cycle depends upon the temperature of the sink so if temperature of the sink decrease efficiency increase or efficiency increase by increase temperature of source.

The efficiency of Carnot cycle = 1-T2(LOWER TEMP)/T1(HIGHER TEMP).

Please see the T-S diagram of Carnot cycle.
According to you that heat transfer during the cycle will be reduced as well as efficiency will be reduced.
Your statement is correct for Reversed Carnot cycle where we need to reduced heat transfer to achieve greater efficiency.
