The correct one for me is D.
Carnot is the highest Theoretical Efficiency in all cycles, which mean for the same temp limits, Carnot gives the highest work output (Which makes C as a correct one).
To compare all engine cycles you should have a standard one to compare with and you can't find a better one than Carnot to compare with (which makes A as a correct one).

We know that Carnot cycle is reversible and having high efficiency among all cycles i.e. unity so, to maximize the efficiency of all cycles we need to follow the ideal cycle properties.
