Because of rigid rotor we can't remove ir add the masses since for balancing two plane system is required.

The Correct answer is a Single plane. Since, it is a rigid Rotar.

When we place both the masses in single plane then there will be no un balanced couple. Then why two planes?

If we place mass in a single plane it will be statically balanced but the couple will not be balanced. So we need to place the masses in two planes.

If this is the rotor then we can balance by putting mass on the plane of rotor why we need to balance in two planes.
