If friction on sleeve increases then the sensitivity of governor decreases In the same way, If the stiffness of spring increases it restrict the sleeve movement hence the sensitivity of governor decreases.

Just think this way, that more stiffer the spring becomes, lesser it can fluctuate due to its increased stiffness or tightness, thereby reducing the sencitiveness.

Sensitivity is inversely proportional to stiffness.
