The supply of the working fluid decreases when the sleeve rises and increases when it falls. When the load on the engine increases, the engine and the governor speed decreases. This results in the decrease of centrifugal force on the balls. Hence the balls move inwards and the sleeve moves downwards. The downward movement of the sleeve operates a throttle valve at the other end of the bell crank lever to increase the supply of working fluid and thus the engine speed is increased. Hence, the extra power output is provided to balance the increased load. When the load on the engine decreases, the engine and the governor speed increases, which results in the increase of centrifugal force on the balls. Thus the balls move outwards and the sleeve rises upwards. This upward movement of the sleeve reduces the supply of the working fluid and hence the speed is decreased. Hence, the power output is reduced.

The length of sleeve decreases with increases the speed of governor, therefore the height of the sleeve is inversely proportional to the speed of the governor (i.e H=1/we).

It is the action of the governor.

When governor speed increases sleeve moves upward. Then this action controls fuel supply.
When speed decreases again sleeve comes down. It's working of the governor.

So, the answer A is correct.

But then the speed should decrease, right?

As sleeve moves upwards, the fuel supply will decrease which in turn results in a decrease of speed. So the answer should be D.

When sleeve moves upward than speed increases always due to the increase in the radius of rotation of the ball due to the centrifugal force applied.
