Option C is right as here question is not asking about the limiting case but questions says when body begins to move i.e. more important,
And hence it can be possible only when (angle of inclination > angle of friction) otherwise on equal to case body will not move it still will be on rest.

Since the body BEGINS to move, i.e. within Limiting friction, hence the angle of friction is equal to angle of repose.

A body on an inclined plane just tends to slide down if the angle of inclination is equal to the angle of friction.
REASON.
When the angle of inclination is equal to the angle of friction, the component of weight parallel to the plane is just sufficient to overcome the frictional force.
