How come the coupler is fixed?

It is a floating link in QR mechanism.

By fixing the crank/ smallest link Whitworth's quick return mechanism is obtained and by fixing the coupler/connecting rod slotted lever quick return mechanism is obtained.

It is the second inversion of the slider crank chain mechanism. So the fixed link will be the crank which is the smallest one.
