After ultimate stress (maximum stress that the specimen can take) also, material takes less stress with an increased deformation which in turn causes the breaking.

To sum it up, if you consider the actual cross sectional area at the time of breaking, the stress at which breaking occurs is more than the Ultimate stress.

Breaking, the stress at which breaking occurs is more than the Ultimate stress. Breaking stress is not less than the ultimate stress.
