Can someone explain this?

Max. Shear Stress = 0.5 (Principal Stress).

So, if water pressure (say,=P ), then the shear stress = P/2.

Therefore, to prevent da from failing, Force of friction (Shear stress)> p/2.Hence even option (A) will suffice. Why 1.5 times?
