e = I/y*A p is cut if pis equal on both sides.
e=z/A.
For circle equation z=π*d cube/32.
A= π*d square /4.
Or calculate value of e we get D/8.
Or rectangle D/6

It should be between diameter D/4 but in the question Eccentricity is asked which is nothing but radius which means D/8.
