We will design for lower values here longitudinal stress will be less so it fails first for these longitudinal stress will be designed.

A is right, the hoop stress should be the design criteria for thin cylindrical shells subjected to internal pressure and desired minimum wall thickness can be estimated from the design equation based on allowable value of hoop stress.

The design should be based on maximum allowable stress. So, here as Hoop stress is maximum, the design will be only based on Hoop stress (Tangential/Circumferential stress).

Longitudinal stress is more critical than the hoop.
Design criteria should be longitudinal stress.
The Design is based on critical value (which is early fail) not maximum.
