Generally in solid and hollow shaft based on dia oly they vary.
D^4 in solid shaft.
(D^4)-[(D/2)^4] = 15/16 D^4.
So answer should be 15/16.
D^4 in solid shaft.
(D^4)-[(D/2)^4] = 15/16 D^4.
So answer should be 15/16.

For the same outer diameter, the ratio of strength in hollow shaft to that of solid shaft will varies as:
(1-(d/D)^4)
where, d is the internal diameter of hollow shaft and,
D is the outer diameter of hollow shaft.
(1-(d/D)^4)
where, d is the internal diameter of hollow shaft and,
D is the outer diameter of hollow shaft.

Why answer is not 16/15 here as shear stress is inversely proportional to polar modulus?

It can't be 16/15 we need to compare solid with hollow shaft.

Actually, the correct answer is 15/16 because it is a simple formula check the textbook of strength of materials by R.K Bansal.

USE FORMULA, TAU (h) = 16T (d0^4) /pi (d0^4 - di^4) where do and di are outer and inner diameters respectively.
And Tau (s) = 16T/pi * d^3.
And Tau (s) = 16T/pi * d^3.

Actually, it is 16/15.
Since the hollow shaft is always stronger than the solid shaft.
Since the hollow shaft is always stronger than the solid shaft.

It is not mandatory that a hollow shaft always have to be strong than solid shaft. So It will be 15/16.
