Neutral axis is the axis where shear stresses are maximum in most of the cases because whole mass or area of the body is concentrated at centre of gravity or centeroid. And neutral axis passes through the centeroid bending stresses are zero at the neutral axis.

I agree with option C i.e., maximum shear stress occurs at neutral axis in most of the section as illustrated.
