For simply supported: compression in top, tension in bottom.
For cantilever: tension in top, compression in bottom.

Bottom of beam get tension due to loading and stresses developed as compressive stress.

Beam type is specified by the supports, beam with rectangular cros section could be either cantilever or simply supported beam!
