For rectangular beam loaded transversly there is compression on top layer & tension on bottom layer.
Then to resist these compression on top side there is develope tensile stress.

The type of beam is not mentioned.
For simply supported: compression in top, tension in bottom.
For cantilever: tension in top, compression in bottom.
For simply supported: compression in top, tension in bottom.
For cantilever: tension in top, compression in bottom.

Beam type is specified by the supports, beam with rectangular cros section could be either cantilever or simply supported beam!

For cantilever beam, maximum tension will be on top layer. For SSB, maximum tension will be on bottom layer.
