Yeah, it's a perpendicular cut plane but not parallel to the direction in which the beam bends.

When the beam bends the neutral axis must be perpendicular to the section, because the neutral axis here would be passing from the cutted section (imagine the side view of a square section which is cutted from any of its side part and neutral axis is directing along its longitudinal axis, which could be passing from right angles to the cutted section).
