Upper layer comp, And lower layer tension b/c the moment is specified but the answer should be neither in comp nor in tension that the reason is null stress at the center of layer (N.A) it is a rectangular bar (N.A=C.G).

Layr is lie in NA axis. That is a reason it in neither in comp nor in tension.
