Upper layer is in compression while lower layer is in tension.

It is sagging so upper layer will be in compression.

Due to compressive force uper layer will be in compression and due to tensile force lower layer will be in tension, above the neutral axis lyer will be in compression and below the neutral axis layer will be in tension.
