It means the rod is completely inside the tube and tightened by washer. And both are subjected to compressive force. So we can say both the tube and rod are under compressive force.

I agree with you @Gauri.

But the type of load on the rod will depend upon the magnitude of the compression load applied because when the washer is tightened, the rod is in tension. Now if the applied compression force is greater than the tension induced in the rod then it has resultant compression load otherwise tension load. So I think they should that magnitude of the load applied.

Friends the whole assembly is under the compressive load that's why both the rod and the tube will be in compression. Its not the case that we are tightening the washers. Rest you can understand.
