Withinin proportional limit stress strictly proportional to strain. But after that, it slightly varies means does not proportional up to the elastic limit. So here, according to questions within elastic limit stress may be proportional to strain.

The modern theory of elasticity generalizes Hooke's law to say that the strain (deformation) of an elastic object or material is proportional to the stress applied to it.
