In reaction turbine pressure of the steam reduce in fixed as well as moving blade but velocity increase in fixed blade and reduce in moving blade.

The fixed blades act as nozzles. So velocity increased and according to Euler's law: If vel. Increases pressure decreases. If this is pressure compounding: Pressure will gradually decrease and vel. Will fluctuate. So the answer is correct.

In reaction turbine we are not using nozzle so fixed blades act as the nozzle.

It guide the steam and increase the velocity.
