Because in Parson reaction turbine the heat drop in moving blade is twice the fixed blade So turbine has 50% reaction.

Parson's turbine is based on the principles of Impluse and reaction. It is often referred as Modern reaction turbine. The pure reaction turbine is Hero's turbine.
