In reaction turbine pressure is reduced in fixed as well as in moving blades, correspondingly velocity should increase in both. But it increases in fixed blades only while reduced in moving blades.

In a reaction turbine, pressure drops in both moving /fixed blade.
And, velocity increases in fixed & decreases in moving blade.

In reaction turbines there will be pressure drop in moving blades too. So the velocity increases in moving blades.
