I feel there are stator blades between each stage of the turbine which convert the steam flow from radial to axial flow otherwise if you view it nature then the flow is parallel to the turbine blade which is radial flow only.

When the flow of steam is parallel to turbine blade than it is known as radial flow turbine, but when flow flowing through perpendicular to the shaft (90 degree) than it is known as axial flow turbine.

The answer should be 90°. If we see velocity diagram for axial discharge, then its clear that it make 90° with the blade tip.
