Given Answer is right, because here it is talking about steam engine cylinder, not about steam turbine and condenser.

In exhaust stroke, it should be higher than atmospheric pressure.

B Should be the right answer as pressure is below the atmospheric pressure to flow to condenser otherwise the steam will be discharged to atmosphere.

Steam pressure is less than atm pressure during exhaust stroke in condensing steam engines.
