Because heat flow takes place from higher temperature to lower temperature, so burnt flue gases escape from from higher temp to lower temp.

Inside chimney temperature high and pressure also.

Because normally inside chimney temperature is more because it contains hot burnt gas which is coming from the boiler and going to atmosphere.
