So that exhaust air from the economizer will transfer its heat from to the air in the air preheater. The heated air in the air preheater is fed to the furnace. This will improve burning of fuel.

Exhaust air used in economiser first to pre-heat the feed water and then in pre-heater (placed between economiser and chimney) to pre-heat the air to be fed in the boiler.
