Up milling: Milling cutter is fed in opposite direction of workpiece movement, chip thickness start from zero to max. Also, opposite force tries to lift the workpiece. Since chip thickness starts from zero to max, hence initially it rubs the workpiece resulting poor surface finish.

The chip thickness starts at zero and increases toward the end of the cut. Cutting forces tend to push the cutter and workpiece away from each other. ANSWER A is right.

Because in up milling process, work piece is fed in opposite direction to the cutting edge of the cutter, so it removes maximum amount of material at the end.
