Here material of the workpiece & the tool is the same.
Hence it is only possible to do machining via grinding at a slow speed.

1) Continuous operations like turning, boring and drilling are done at higher velocity.
2) Shock initiated cuts like shaper op, planner op, slotting op. Etc, operated at lower velocity.
3) Intermittent cuts like milling, gear hobbing etc, done at low velocity for dynamic loading.

Minimum cutting velocity should be in milling because in that process the magnitude of force varies as the tool engages the chip thickness is less (eg. In face milling) and chip thickness increases gradually. Thus due to the action of dynamic forces, there are more chances of damaging of a tool. Moreover, the tool is made of high carbon steel thus the fatigue strength is also less.

The Right answer is grinding actually velocity means pace by which work is obtained it is different from the speed of tool velocity of work is minimum in grinding.
