Structure is depends on rough and finishing operations.

Open structure for rough grinding and soft materials.

Dense structure for finishing and hard material.

For soft material we use open structure grinding wheel i.e. high porosity which prevent the clogging/loading of grinding wheel.

High carbon steel means hard material because of high carbon content & for hard material closed structure is used.
