This problem is not about calculating but it rather a logical question or mind test. They have described how the drill is and its action, by giving its diameter, speed and feed rate, but what are they after? the depth of cut in the drilling operation. Therefore, if the thickness of plate they are drilling through is 20mm then logically the depth drilled or cut is 20mm.

Plate thickness is only 20 mm, so depth of cut 20 mm.

Depth of cut is .5D for through hole and .3D for blind hole.

It's wrong. Depth of cut = D/2 in a drilling operation by a drill bit.
