Simply, the logic is;
Use your left hand and then clockwise turning of the fingers will result in upward thumb direction. - means chip flow is up.
Use your right hand and turn he fingers in clockwise which results in the downward direction of the thumb. - means chip flow is down.
A blind hole is the one which is not through out the thickness.

Straight fluted reamer: use for general and non-forming material like C. I bronze.
Left-hand spiral fluted reamer: use for rough and hard material.

Right-hand spiral fluted reamer is used for blind holes, in which the cutting chips are coming out in opposite direction of the reamer.
Left-hand spiral fluted reamer is used for through holes, in which the cutting chips are coming out in the direction of the reamer i.e another side of the hole.

Then we can use both right and left spiral reamers, what is the exact answer.

A left hand spiral pushes the chips ahead of the reamer and out the other side of the hole. This reduces the chances of scarring the work-piece and reduces the chance of damaging the reamer by previously cut chips.
Right hand spiral pulls the chips towards the back of the reamer. This helps prevent the chips from getting packed into the bottom of the hole reducing the chance of damaging the reamer and the work-piece by previously cut chips.
