Point angle/cutting angle.
soft materials - less than 118 °.
hard materials - more than 118°.
Helix angle/rake angle.
Range from 16-32 degree.
Soft material larger helix angle.
Harder material smaller helix angle.

That is the best all around angle for drilling steel. In the past, spiral wood bits (which looked just like steel drilling bits) had a steeper angle (around 140 degrees). If you tried to drill steel at that angle you would chew up a lot of bits.

Why it is less than 118 degree?

Point Angle of the drill is directly proportional to hardness. It increases with increase in hardness.
