What is to be considered is whether the tool is right hand tool or left hand tool. In either types of tool, round nose is possible. Feeding of the tool is by the type of tool, either it is right hand and left hand tool.

A round nosed tool would provide smooth cutting based on the fact whether the tool is right handed or left handed[ to understand the right-handed tool and left handed tool, PN RAO's book can be consulted. So without providing details of 'on which side the round nose has been provided', we can't say the tool would work. But yes the tool can be used to cut from left to right or right to left if provided with nose radius, indeed.

As suggested in answers in one of the comments, I disagree, there is no role of " nose radius compensation", so don't confuse with the term, that's used only in NC/CNC machining.

What is mean by tool nose radius compensation?

Due to a narrow radii is given to the tool can able to operate at high speed and higher load.

The cutting tool whose cutting edge is not sharp, it has very narrow radii.

What is a round nose tool?

Because it is a sharp point at the end of tool is highly stressed, short lived and large nose radius.
