In turning, V= pi*D*N/60 for maintaining constant velocity as dia decreases, spindle speed (N ) should be increased.

Acc to v= πdn/60,
Here v is directly proportional to dia, so if dia decrease cutting speed is also decreased.

As diameter decrease velocity of cutting decrease to maintain same velocity spindle speed should be increased.

Cutting speed decreases. But to compensate that we have to increase the spindle RPM.
