Larger the grain size, It is easier to move the dislocations. Thus, shear strength increases with decrease in grain size, so more force required to machine that material. More force will cause more wear and tear of tool material, resulting in reduced tool life.

Because when the grain size is large the material will be soft so, that machining can be done smoothly with low wear and tear so tool life is greater when grain when the size of material is large.
