What is negative relief angle? I think it must be negative rake angle and is provided while machining high strength alloys.

Relief angle can't be zero or negative, so here should be negative rake angle which is used for hard and brittle materials.

Not relief angle, it is a negitive rack angle.
Relief angles are to avoid the tool rubbing from work piece.

The answer should be rake angle.
