The strength of a single-point cutting tool depends on the rake angle but the rake angle also depends on lip and clearance angle.

More rake angle, more cutting force but less tool life.
Hence for more tool life, we prefer negative rake angle.

As we don't include lip angle in the nomenclature of the cutting tool, rake angle is preferred.
But they have given both angles in the options. So it should be lip angle.
Rake angle affects the cutting force, so if no lip angle in the option, we can prefer rake angle.
