It's not the tool but the speed of rotating workpiece with reference to cutting tool. Take the example of the lathe turning operation.

Velocity of tool work piece is cutting velocity. For milling the tool rotates and work piece is given feed while for lathe the work piece rotates and the tool is given feed.
