If the cutting speed is less then obviously temperature is low and heat produced is less. Because of less heat generation there is no built up edge.

If rake angle is short then discontinuous chip occurred and rake angle large then continuous chip occurred.

Small rake angle leads to large cutting forces, thereby more heat generation thus causing build up edges.

Small rake angle leads to large cutting forces & more friction between tool and w/p there by more heat generated between tool and chip thus continuous chips with built up edge formed.
